South Dakota Governor Kristi Noem Tours Portland Immigration and Customs Enforcement Center With Right-Wing Figures

Kristi Noem, currently serving as the DHS secretary, inspected the Immigration and Customs Enforcement (ICE) office in the city of Portland on this week. While there, she saw firsthand a modest protest outside, which contrasts sharply to the dramatic "encirclement" described by former President Donald Trump.

Accompanied by Conservative Influencers

Governor Noem was escorted by a group of right-wing figures who were driven from the Portland airport to the facility in her official convoy. Her department has shared escalating digital updates showing federal agents performing immigration raids and firing chemical irritants at protesters.

Demonstration Details

Portland police established a perimeter outside the ICE office in the city’s south waterfront neighborhood before the governor's arrival. Several protesters, featuring one wearing a costume of a fowl and another as a sea creature, were held back.

A song was audible from a demonstration site close by, with lyrics mentioning the former president and Epstein files. One protester called out to a official camera operator documenting from the roof, questioning whether the homeland security had been referred to as the "information ministry".

Press Coverage

Members of the press from mainstream news outlets were also held behind the police line outside, while the MAGA-aligned figures in Noem’s entourage—the conservative trio—posted digital content of the Noem participating in federal agents in religious observance inside, offering a pep talk, and telling a member of the militia to "Get ready".

Background Developments

Governor Noem has repeated the president’s assertions that the handful of individuals—who have rallied in their small numbers outside the ICE facility since recent months, including one in an inflatable frog costume—are "radicals" who have placed the building "besieged", making the deployment of federal troops essential.

But, on last weekend, a U.S. judge in the city prevented his effort to federalize local militia, determining that the his claims that the largely peaceful city was "burning to the ground" were "without evidence".

Following that, the same judge, the magistrate—who was selected to the court by Trump—broadened the ruling to prevent guard members from other states from being used in the city. The judge ruled after Trump reacted to her previous decision by trying to deploy members of the California's guard to the state.

Rising Conflicts

Following the former president highlighted the small but persistent gathering outside the site and made unsubstantiated allegations that Portland is "in a state of war", a rising count of his followers, including MAGA influencers, have appeared to challenge the individuals.

Several of these confrontations have resulted in altercations and physical fights, leading to arrests by the Portland police. One influencer was among those arrested after he tried to force his way a gathering on a sidewalk near the site and was engaged in a fight over an American flag. Sortor had before removed the flag from a protester who was destroying it.

Legal accusations against Sortor were subsequently withdrawn after an protest in conservative media prompted the chief of the legal unit of the Justice Department, Harmeet Dhillon, to threaten an investigation of the Portland Police Bureau over supposed partisan treatment.

Female protesters the influencer was involved in an altercation with still have pending accusations.

Government Statements

Over the weekend, Governor Tina Kotek, she, claimed federal officers in the ICE facility of trying to provoke the crowds by using unnecessary levels of tear gas in a populated area and including right-wing personalities to film the crowd from the upper level of the building. "Their actions are meant to provoke," she commented.

Several of those conservative influencers were mentioned in a police report last month as "opposing demonstrators" who "constantly return and provoke the individuals until they are confronted or subjected to spray" and decline "repeated advice from police to avoid" the demonstrators.

Influencer Activities

A conservative personality, a previous media worker who changed careers as a right-wing commentator after being fired from his previous employer for ethical violations, published video of Noem looking down from the upper level of the ICE facility at the handful of demonstrators below, including an individual who wears a bird outfit to mock Donald Trump. The influencer described the video of her observing the placid scene below: "DHS Secretary Kristi Noem stares down army of Antifa and a guy in a chicken suit".

In spite of the difference between the assertions from Trump and Noem that this site is "besieged" from "radicals" and visible proof of a limited group of protesters in peaceful clothing, the figures with her continued to describe the group as dangerous radicals.

Meeting with Police Chief

During her visit, the secretary also met with the Portland police chief, Bob Day, who has been caricatured as "liberal" in partisan press for authorizing his personnel to detain Sortor. In a social media update on the engagement, the influencer stated that the police head had "sided with violent ANTIFA militants assaulting journalists and officers outside ICE facility".

Noem’s motorcade then exited the facility past a small group of demonstrators on the street outside, including one in the costume of a bear wearing a headgear.
